Local Marriage Registration Offices in Krasnoyarsk Now More Accessible

In the lives of every individual, key events like the birth of a child, marriage, and changes in family status usually happen under the watchful eye of the government. As electronic services advance, registering these life events becomes increasingly convenient. With the implementation of the federal project "State for People," people's interactions with the government reach new heights.
Starting in 2024, the federal project is actively being implemented in Krasnoyarsk Krai, under the orders of Governor Mikhail Kotyukov, with the Krasnaoyarsk Registration Service Agency (ZAGS) playing an active role. The project signifies the embodiment of the human-centric principle – services become more accessible for the people of Krasnoyarsk, requiring minimal effort and time when visiting government agencies.
A vivid example of this new relationship can be seen in the opening of a ZAGS office cabinet in the densely populated Sun City on February 10, 2023. Thousands of people can now register births, receive necessary documents, and get married, without wasting time on traveling to the city. Located at ul. 60 Years of Education, 31, in the building of the Federal Tax Service, residents of Sun City can now access a wide range of basic government registration services.
As Elena Privalova, the chief specialty information support specialist of the ZAGS Agency of Krasnoyarsk Krai, explained, the decision to open the office was based on an assessment of visits:
"The office in the Sovetsky district has always had a large flow of citizens. By observing the large number of certificates of registration, we realized that additional offices were needed to decrease the number of people in line and improve the service experience."
"The people of Sun City have long asked for the opportunity to receive ZAGS services. The district has its own infrastructure, it is far from the rest of the city, and having its own office is very convenient for the residents," Lisya Ryabinina, the head of the ZAGS office for the Sovetsky District, said, adding:
"Currently, we offer services in Sun City, such as registration of births and deaths, marriage and divorce, reissuing documents and certificates, and establishing paternity without amendments. The MFC is located nearby, so many can obtain the remaining documents here, addressing other life issues."
In the future, hopeful registrars plan to open a separate ZAGS office in Sun City, which would allow residents to have a formal wedding ceremony.
"Certainly, we would love to have a full ZAGS office in the district, to give the residents the opportunity to hold a formal wedding ceremony. If only the authorities would hear our request and allot a spacious building with convenient parking for this purpose," Ryabinina said.
The main government registration services have only recently become available in Sun City, while the popular service of registering births of children, which has been available outside the district offices since 2023, has already been in effect in maternity hospitals throughout the city and the region.
The first "remote" ZAGS office opened in 2023 in the perinatal center of Krasnoyarsk. "This was the first attempt, which instantly demonstrated the popularity of the service for registering newborns in the maternity hospital. As a result, 12 such offices have since been opened. This result is a result of the combined work of the Krasnoyarsk health ministry and the ZAGS Agency as part of the federal project ‘State for People,’" Privalova said.
The ZAGS offices are active in all maternity hospitals in Krasnoyarsk and in the healthcare institutions in the support cities of the krai – Achsinsk, Kansk, Minusinsk, Yeniseisk, Lesosibirsk, and Norilsk.
The mothers of babies are pleased with this convenience, and today more than 80% of all newborns are leaving the maternity hospital with their first document – a birth certificate.
"The service is very popular: mothers appreciate the fact that they don't have to waste time, travel after discharge from the hospital, but can stay calm at home with their baby," says a specialist from the Agency.
It is worth noting that the registration of a newborn can be processed in the maternity hospital, even if their parents are not married: in such cases, when asked, the father is invited to the ZAGS medical department for registration and the establishment of paternity.
Registration in the maternity hospital is also convenient for the ZAGS staff: it allows for the formation of an up-to-date database of newborns, to plan social programs and develop appropriate support measures for families with children. The Krasnoyarsk ZAGS Agency plans to expand the range of services provided in healthcare facilities.
In ordinary district ZAGS offices, the convenience of visitors is being expanded. For example, the ZAGS office for the Central and Railway District of Krasnoyarsk on ul. Lenin, 97 has extended its visiting hours, so that residents can obtain government services in their convenient hours.
The staff are ready to welcome visitors from 8:00 to 20:00 without a lunch break every Tuesday.
"We have taken this decision in order to be closer to people, so that they didn't have to take time off work, and it was easier to plan their day and register themselves and their relatives at a convenient time, during lunch or after work," Palchikova said.
The above-mentioned decisions are just the beginning. According to the "State for People" project, the focus is shifting from papers to the interests of people. Services will increasingly cater to the needs and capabilities of residents of the region, and a significant portion of these services will be provided in electronic format, without the need for paperwork or going through multiple instances. This is the sort of relationship that contemporary people expect from the state.

- As the home-and-garden sector continues to grow in Krasnoyarsk, the Krasnoyarsk ZAGS Agency is considering incorporating a section for registering home-related events, like property transactions or home improvement permits, to make these processes more convenient for the local residents.
