In the heart of Germany, Dresden is embracing the future of urban mobility. Starting August 1, 2025, three new e-scooter providers—Bolt, Voi, and RideMovi—will commence operations in the city. Each provider is permitted to operate up to 833 e-scooters, aiming for a combined total of 2,500 across the city.

This shift comes after Lime, a previous provider, reduced its scooter fleet due to the expiration of its contract with the city. In addition, Lime and Voi will each offer 1,000 e-bikes for rent.

The city's move towards formal permits and fees for these providers marks a departure from previous informal agreements. Voi, which had a permit since 2019 but never operated in Dresden, is now officially launching its service alongside the new entrants, Bolt and RideMovi.

The new vehicles will be gradually distributed, and a temporary increase in improperly parked scooters might occur during rollout. However, new guidelines require a photo before parking e-scooters, automatic detection of overturned e-scooters, and geolocation data will be made available to the city for monitoring purposes.

The city also plans to establish provider-neutral sharing stations for ordered parking. The new offerings are intended for use as feeder services to train stations or for direct connections. Digital blocking zones will prevent returns outside of these stations, with the effectiveness of these measures being regularly reviewed.

The providers' stepwise deployment aims to enhance mobility flexibility, reduce emissions through electric vehicles, and potentially ease traffic congestion. The new e-scooter and e-bike services are expected to complement the existing city bike-sharing system, Mobibike, reflecting improved shared mobility options that harmonize with public transportation.

While direct impact analyses for Dresden are not yet available, such expansions are in line with efforts by German cities to integrate multimodal transport options and reduce private car use, as supported by sustainable mobility projects like Fraunhofer's AI-based intermodal route planning initiatives.

No specific Dresden municipal subsidies or incentives tied directly to these new e-scooter and e-bike services were noted. However, some German cities and states offer purchase subsidies for private e-bikes as part of broader efforts to encourage electric micromobility.
